In order to optimize the video transmission over ATM network coming from Video on Demand System, here is proposed a Server ofQuality (SoQ) that has the mainfunction tofit the video transmission rate to the available network bandwidth, The SoQ utilizes a "backpropagation " neural network tofit the MPEG quantization coefficients in a no linear way.
