This paper introduces a strategy to develop geographic information systems, based on a variant of the Model-View-Controller (MVC) design pattern. The strategy adopts ontologies to model user classes and to capture additional characteristics of the information classes. The MVC components are modified to implement cooperativeness techniques, which interpret the ontologies. The paper also describes an example application designed according to the proposed strategy.
