Taking into account the benefits of global software development, many organizations allocate implementation tasks among globally distributed teams. However, their geographical distance generates several issues which reduce the communication effectiveness, directly affecting the project's progress. In order to mitigate such issues, based on non-technical features of distributed development teams and dependences among software modules, this paper describes an approach for recommending the allocation of development teams to implementation tasks of software modules, detailing the usedattributes on the non-technical analysis and how they are obtained.
