License plate recognition systems are used for many purposes, such as for inspecting the behaviour of drivers or locating of stolen vehicles. Typically, those systems requires the integration of three phases: License Plate Detection (LPD), License Plate Segmentation (LPS) and Optical Character Recogntion (OCR). In this paper we present an LPD method based on texture image segmentation. The segmentation approach is inspired by the behaviour of human visual system. A classification procedure identifies the license plate location in segmented images.
