One challenge of mobile networks is ensuring Quality of Service(QoS), measured by availability and users' satisfaction. A key to the successof QoS is Call Admission Control (CAC). One example is CAC-RD, based onresources Reservation and network Diagnosis. CAC-RD blocks lower-priorityapplications using static utilization thresholds. This static characteristic preventsthe maximum utilization of network resources, under certain traffic conditions.This paper proposes CAC-RDF, an innovative strategy of dynamic calls'blocking through fuzzy logic, according to the level of network congestion. CACRDFimproves CAC-RD's resources distribution ensuring adequate QoS.
